The city of Leeds, the Planning and Zoning Commission and Mayor Eric Patterson, along with 25 fictitious defendants, were named in a lawsuit filed by Keith Hall Properties, Inc. for a laundry list of abuses of power to fulfill a personal vendetta against Hall.
The lawsuit alleges that the rezoning of Highway 25, on which Hall owns property, was arbitrary and done improperly, “violative of the procedural due process rights of the citizens of Leeds.”
Because it was improperly done, the lawsuit states that the zoning is completely invalid.
It also states that the city of Leeds has a pattern of violating access to public records, and that the city of Leeds, at Patterson’s direction, have taken actions against Hall in retaliation for personal grievances.
The suit alleges that the city of Leeds issued a stop work order on three projects under construction because building permits had expired, while the plaintiff said they did not meet the criteria for permit invalidation.
Hall also received a Uniform Non-Traffic Citation and Complaint alleging that Hall failed to cut overgrown weeds and brush on a property that was not owned by Hall.
The suit states “since being elected mayor of the city of Leeds, Alabama, Eric Patterson has at various time and to various persons, stated that there would be payback against Keith Hall for perceived opposition to Eric Patterson.” It also states that Patterson intended to stop the construction of metal buildings like the ones Hall constructs, and “set on a course of harassment of [Hall], rezoning of [Hall’s] properties and intentional misapplication of city ordinances to [Hall].”
